We have a project on a community college campus that is seeking certification without using a campus or group approach. The campus has parking lots that serve specific groups of buildings. Based on this we were able to divide up the new and existing parking that serves the project and the other buildings that share it. However the baseline ratio we calculated is based on the Junior or Community College type using the school's population. I have seen many other posts about dividing up parking appropriately for what is provided, but I haven't seen anything on dividing up the baseline at all. Is this the correct way to handle the reduction calculation? It seems like it is giving us an unfair advantage with the baseline capacity looking campus wide while our provided capacity is only this section of campus.
