Are HCFC or HFC refrigerants considered CFC-based refrigerants?

No. While HCFCs (hydrochlorofluorocarbons) and HFCs (hydrofluorocarbons) have chemical structures that are similar to CFCs (chlorofluorocarbons), HCFCs and HFCs are different from CFCs and are less damaging to the ozone layer.
